A firm requested reconsideration of the GAO reversal of its originally sustained protest against a Navy contract award for compressor units. GAO had initially held that the Navy improperly allowed the awardee to modify its bid, but upon reconsideration, held that the Navy properly determined that the awardee's unmodified bid would meet its needs. In its request for reconsideration, the protester contended that the Navy improperly accepted the awardee's unmodified bid after rejecting its modified bid, which superseded the awardee's original offer. GAO held that the Navy's acceptance of the awardee's unmodified bid constituted a reasonable contract modification, since the price did not change, and the product met the requirements. Accordingly, the request for reconsideration was denied.
