A firm claimed reimbursement for the costs of its protest against an Army solicitation for washers and dryers, contending that its protest prompted the Army to modify the solicitation to the government's benefit. GAO held that there was no basis upon which to award costs, since the Army's modification of the solicitation rendered the protest academic. Accordingly, the claim was denied.
