The Veterans Administration (VA) requested a decision concerning whether VA employees, who were called to perform military duty as members of the California Army National Guard during a forest fire emergency were entitled to military leave rather than annual leave. GAO held that the employees were not entitled to military leave, since the prime function of their assigned military duty was not the maintenance of law and order. Accordingly, the claims were denied.
