A firm protested an Army contract award for water treatment plant services, contending that the awardee did not meet the solicitation's licensing requirement. GAO held that the Army properly awarded the contract, since the solicitation did not require offerers to have the licenses prior to award. Accordingly, the protest was dismissed.
