A firm protested a proposed Army contract award to another firm, contending that the proposed awardee's bid was nonresponsive, since it failed to furnish proof that the signatory was its authorized agent. GAO held that failure to furnish proof of a signatory's authority prior to bid opening did not render the bid nonresponsive. Accordingly, the protest was dismissed.
