A firm protested an Army solicitation for storage batteries, contending that a solicitation requirement for bid samples was unnecessary and unduly restrictive. GAO held that the protest was academic, since the protester was not in line for award and the contested specifications did not affect its standing. Accordingly, the protest was dismissed.
