PROCUREMENT - Special Procurement Methods/Categories - Research/development contracts - Federal procurement regulations/laws - Revision DIGEST: General Accounting Office has no objection to a proposal to amend the Federal Acquisition Regulation (FAR) to revise sections 5.202(a), 6.003, and 6.302-1(a) concerning awards based on acceptance of unsolicited research proposals and to add a new section 35.016 concerning contracting for basic and applied research using broad agency announcements.

This responds to your letter of May 19, 1987, requesting our comments on a proposal to amend the Federal Acquisition Regulation (FAR) with respect to contracting for research. This is FAR case No. 87-12.
The proposed amendments would revise FAR sections 5.202(a), 6.003, and 6.302-1(a), concerning awards based on acceptance of unsolicited research proposals. The amendments are intended, in part, to implement changes made to 10 U.S.C. Sec. 2304(d)(1)(A) by the Defense Acquisition Improvement Act of 1986, Pub.L. No. 99-500. The proposal also would add a new FAR Sec. 35.016 to prescribe procedures for contracting for basic and applied research using broad agency announcements.
We have no objection to the proposed changes.
