A firm protested any Army small business set-aside contract award for rental and maintenance of commercial washers and dryers, contending that the solicitation improperly subjected bidders to a high risk of financial loss, since it required a fixed unit price, but permitted the Army to vary its needs. GAO held that the Army: (1) properly determined that a requirements contract was in its best interest, since it could not determine the actual number of machines it needed; and (2) obtained full competition, since it received seven bids. Accordingly, the protest was denied.
