A carrier requested review of a General Services Administration (GSA) audit action to recover alleged overcharges for household goods shipments, contending that GSA improperly acted without port certificates to substantiate the shipment routes. GAO held that GSA properly based its audit determination on the government bill of lading (GBL), since: (1) it was not required to obtain certificates in support of its determination of the correct charges; and (2) the protester presented no evidence to refute GBL. Accordingly, the GSA audit action was affirmed.
