The Equal Employment Opportunity Commission (EEOC) requested a decision concerning a firm's appeal of its denial of a claim under a computer equipment purchase order. EEOC had issued a purchase order to another firm for the equipment and that firm had assigned payment to the claimant. EEOC denied the claim, since it had already paid the awardee for the order. GAO held that EEOC properly paid the awardee, since: (1) the assignment did not comply with Assignment of Claims Act requirements; and (2) it never recognized or consented to the assignment. Accordingly, the claim was denied.
