A government employees union and the Navy requested a decision concerning two Navy employees' entitlement to overtime pay for travel time outside their regularly scheduled work hours to attend training courses. GAO held that, since the Navy controlled both the training and the scheduling for the training courses, the employees' travel time did not qualify as hours of employment for compensation under the overtime statute. Accordingly, the claims were denied.
