The Equal Employment Opportunity Commission (EEOC) requested a decision on whether it should pay a Federal Executive Board's (FEB) expenses for sponsoring an honorary awards program out of an imprest fund for such purposes. GAO noted that a governmentwide restriction prohibits interagency financing of boards and commissions which do not receive congressional appropriations. GAO held that this restriction applied to FEB since the board did not have statutory approval for interagency financing. Accordingly, EEOC should deny the claim.
