A firm protested the Defense General Supply Center's cancellation of an invitation for bids (IFB) and resolicitation of the requirement. The agency cancelled the solicitation because, although the protester's late bid modification qualified for consideration, the contracting officer became suspicious of the circumstances surrounding its submission. GAO found no irregularities connected with the mailing of the bid modification; therefore, it found that the decision to cancel the IFB lacked a reasonable basis. Accordingly, GAO recommended that: (1) the resolicitation be cancelled; (2) the IFB be reinstated; and (3) award be made to the protester, if otherwise proper.
