The Public Health Service requested a decision concerning an employee's reclaim voucher for disallowed meal expenses that he incurred while occupying temporary quarters. The agency's guidelines state that meal costs of up to 45 percent of the daily maximum will be considered reasonable; however, the employee did not submit appropriate evidence to substantiate his claim for additional meal costs. GAO will not overrule an agency's judgment unless its determination is clearly erroneous, arbitrary, or capricious. Accordingly, the agency's denial of the claim for additional meal costs was sustained.
