Pursuant to a congressional request, GAO commented on S. 2666, which would: (1) preclude changes in the federal regional structure except by act of Congress; and (2) require the Office of Management and Budget (OMB) to notify Congress upon receipt of any agency request to deviate from the standard federal regional structure. OMB Circular A-105 established the standard regional structure and agencies must currently obtain OMB approval before changing their regional structures. GAO noted that: (1) passage of S. 2666 would make it difficult to implement desirable changes in Circular A-105 that were recommended by the Cabinet Council on Management and Administration; and (2) passage of S. 2666 would apparently not result in any paperwork or regulatory burden.
