Questions were asked concerning the use of Forest Service procedures to determine the liability of accountable officers who have been held liable for shortages in their accounts. GAO has held that negotiated grievance and arbitration procedures established in collective bargaining agreements do not apply to accountable officer cases. In addition, GAO has held that the Debt Collection Act does not supersede other offset statutes which predate the act.
