A Customs Service employee claimed restoration of annual leave and a lump-sum payment that was forfeited at the end of a leave year. The employee had gone on sick leave for the remaining 2 months of the leave year. Regulations state that, to avoid forfeiture of unused annual leave when forced by personal illness to be absent for the remainder of the leave period, an employee must schedule the leave in advance of the illness. GAO noted that the employee was notified of this responsibility before his illness but he failed to schedule any leave. Accordingly, the claim was denied.
