A firm protested the award of any contract under a solicitation issued by the General Services Administration. The protester contended that one aspect of the specification was incomplete and that the specified delivery time was unreasonable. Bid protest procedures require that protests based on alleged improprieties in a solicitation which are apparent prior to bid opening be filed prior to that date. Since this protest was not filed before bid opening it was untimely. Accordingly, the protest was dismissed.
