GAO addressed issues pertaining to the provision of home-to-work transportation for certain White House staff officials. It was determined that the provision of transportation was justified for: (1) the Chief of Staff was justified because the Secret Service determined the existence of a present threat to him; and (2) the National Security Adviser because he needs to remain in close communication with the President at all times which could only be fulfilled through the use of government vehicles.
