GAO responded to a letter urging the President to order GAO to retroactively deduct from congressional salaries the amount of those wages for each day that a member is absent. Federal regulations preclude payment to congressional members when they have been absent from Congress without the excuse of personal or family illness. The Secretary of the Senate and the Sergeant at Arms of the House are responsible for determining if members have been absent without excuse and deducting the proper amounts from their salaries. Once such salary payments have been certified, they may not be questioned by GAO.
