In response to a congressional request, GAO reviewed a Department of Labor determination that the regular dealer or manufacturer provisions of the Walsh-Healey Act do not apply to foreign made products shipped directly to the Government without intervening handling of any kind in the United States. GAO found that the primary purpose of the act, eliminating unsatisfactory labor conditions and protecting American employees, is not violated by this exemption. Therefore, GAO saw no basis to question the Department of Labor's position.
