A firm complained of the award of a contract by a county board of commissioners pursuant to a procurement which was funded by the Urban Mass Transportation Administration (UMTA). GAO stated that it does not consider complaints concerning procurements conducted by recipients of Federal grant funds unless the matter has first been resolved by the grantor agency under its established protest procedure. Because UMTA has formal protest procedures and because it was considering the protester's complaint thereunder, GAO would not consider the complaint until it has been resolved by UMTA. Accordingly, the protest was dismissed.
