SAFE CONTENDS THAT THE SOLICITATIONS ARE INCONSISTENT WITH UNITED STATES ARMY-EUROPE POLICY IN THAT THEY DO NOT REQUIRE THE ALARMS TO MEET THE STANDARDS OF UNDERWRITERS LABORATORY. THE PROTESTS ARE DISMISSED. OUR OFFICE GENERALLY WILL NOT CONSIDER AN ALLEGATION THAT AN AGENCY SHOULD ADOPT A MORE RESTRICTIVE SPECIFICATION. WE ALSO REGARD THE QUESTION OF WHETHER THE ARMY'S PROCURING ACTIVITIES ARE PURCHASING EQUIPMENT WHICH IS CONSISTENT WITH ARMY POLICY AS AN INTERNAL MATTER WHICH MUST BE RESOLVED WITHIN THE ARMY.

SAFE EXPORT CORPORATION PROTESTS THE ISSUANCE OF SEVERAL SOLICITATIONS BY THE UNITED STATES ARMY CONTRACTING AGENCY, EUROPE, AND THE UNITED STATES ARMY ENGINEER DISTRICT, EUROPE, FOR SMOKE ALARM SYSTEMS. SAFE CONTENDS THAT THE SOLICITATIONS ARE INCONSISTENT WITH UNITED STATES ARMY-EUROPE POLICY IN THAT THEY DO NOT REQUIRE THE ALARMS TO MEET THE STANDARDS OF UNDERWRITERS LABORATORY. THE PROTESTS ARE DISMISSED.

AS WE STATED IN SECURITY ASSISTANCE FORCES & EQUIPMENT OHG, SUPRA, "THERE SIMPLY IS NO LEGAL REQUIREMENT, ENFORCEABLE BY THIS OFFICE, THAT THE PROCURING ACTIVITY USE SPECIFICATIONS ADHERING TO UL STANDARDS."

ACCORDINGLY, WE DISMISS THE PROTESTS.
