A firm requested reconsideration of a decision which upheld the Defense Construction Supply Center's determination to restrict a procurement for the supply of components to be used by the Navy in air compressors installed on various combat ships. The protester contended that the GAO decision was based on factual and legal errors. GAO stated that, despite the protester's assertions to the contrary, it was reasonable for the Navy to require performance testing of the parts, since it had been experiencing a high failure rate in its shipboard compressors, and because the proper functioning of these components is critical to the attack readiness of certain ships. In addition, GAO held that the fact that the protester's components had been approved for an earlier procurement did not make them acceptable for all future procurements. The record showed that the components had been approved for a particular procurement only, and without performance testing. Accordingly, since the protester did not show any errors of fact or law in the prior decision, that decision was affirmed.
