A firm protested a proposed contract award for security guard services by the General Services Administration. The protester contended that the awardee should be found nonresponsible and thus ineligible for the award. GAO does not review a protest against an affirmative determination of responsibility absent a showing that contracting officials acted fraudulently or that the solicitation contained definitive responsibility criteria which were misapplied. Since the protester did not suggest that either exception would apply here, the protest was dismissed.
