A firm requested reconsideration of a prior decision in which GAO dismissed its protest against an affirmative determination of responsibility. In that decision, GAO stated that it will not review affirmative determinations of responsibility unless fraud is alleged on the part of procuring officials or the solicitation contains definitive responsibility criteria which were not applied. In this case, the protester essentially only repeated the same allegations in greater detail and did not add any information that had not already been considered. Accordingly, since the protester did not show that the prior decision was based on error of law or fact, the request for reconsideration was denied.
