GAO was unable to render a decision in response to a letter from the Association of Civilian Technicians, dated August 26, 1981. Specifically, the letter did not contain sufficient information to allow us to determine whether the claimants' positions were converted from the Wage Grade to the General Schedule, or whether the claimants who were Wage Grade employees were transferred or promoted to positions in the General Schedule. Furthermore, it does not contain copies of all pertinent records and support documents such as records of hours actually worked, as required by 4 C.F.R. § 22.3(c) (1981).
