An Army finance and accounting officer requested an advance decision on the propriety of certifying for payment a supplemental travel voucher submitted by a civilian Army employee. The voucher was for reimbursement of miscellaneous expenses incurred by the employee in transporting his mobile home incident to his transfer of official duty station. GAO determined that an employee, who had his mobile home moved by commercial transportation incident to a permanent change of station, is entitled to reimbursement of miscellaneous expenses necessary to the relocation of a mobile home, including charges for: (1) connecting appliances to utilities at the mobile home park; (2) the purchase of blocks; (3) connecting central heat and air conditioning systems; (4) a utility fee; (5) disconnecting an air conditioner; and (6) the removal of anchors. Regulations preclude reimbursement for: (1) installation of skirting as new equipment used in modifying a mobile home; (2) Act of God insurance; and (3) hitch and tire repairs to a mobile home enroute. Therefore, the employee was entitled to reimbursement for some, but not all, of his supplemental miscellaneous expense claims. The voucher may be paid accordingly.
