A firm protested any award under a request for proposals issued by the Navy. The protester received a copy of the solicitation 2 days before the closing date for receipt of initial proposals and concluded that the proposal preparation time was inadequate for a proper response and that the specifications were directed toward one company as a deliberate effort to eliminate the protester as a vendor. The day after the closing date, the protester requested an extension of the closing date which was denied. A protest was then filed with GAO. Protest procedures require that a protest based on alleged solicitation improprieties must be filed either with the procuring agency or with GAO prior to the closing date for receipt of initial proposals. Because this protest was filed after the closing date for receipt of initial proposals, it was untimely and not considered on the merits.
