PURSUANT TO OUR TELEPHONE CONVERSATION OF THURSDAY, NOVEMBER 20, 1980, WE ARE FORWARDING FOR YOUR ATTENTION AND CONSIDERATION COPIES OF THE LETTERS OF INQUIRY WE HAVE SENT TO THE CHAIRMEN OF THE RADIATION POLICY COUNCIL AND THE INTERAGENCY RADIATION RESEARCH COMMITTEE. YOU WILL RECALL THAT THE ISSUE WITH RESPECT TO BOTH IS THE APPLICATION OF 31 U.S.C. SEC. 691 AND SECTION 608 OF THE TREASURY, POSTAL SERVICE, AND GENERAL GOVERNMENT APPROPRIATION ACT. THE AUDIT REPORT IN CONJUNCTION WITH WHICH THIS ISSUE WAS RAISED, "PROBLEMS IN ASSESSING THE CANCER RISKS OF LOW-LEVEL IONIZING RADIATION EXPOSURE," EMD-81-1, HAS BEEN MODIFIED SO AS TO REACH NO DEFINITE CONCLUSION ON THE MATTER.

SHOULD YOU AND THE OTHER AGENCIES FIND IT DESIRABLE OR CONVENIENT, COORDINATED OR CONSOLIDATED RESPONSES WILL BE SATISFACTORY. PARTICULAR, WITH REFERENCE TO THE OFFICE OF MANAGEMENT AND BUDGET, WE WOULD BE INTERESTED IN OBTAINING ADDITIONAL INFORMATION ON THE IMPACT OF AN ADVERSE DECISION ON OTHER AGENCIES OF THE FEDERAL GOVERNMENT.
