1979 APPROPRIATIONS TO MEET ENTITLEMENTS IN THOSE PROGRAMS ARE INSUFFICIENT. SINCE HEW'S $831 MILLION REDUCTION OF AFDC AND MEDICAID WAS BASED ON PAST STATE ERROR RATES AND DID NOT CORRECT.
