A transferred employee of the Fish and Wildlife Service requested reimbursement for a loan origination fee which he incurred with the purchase of a home at his new official duty station. The claim was disallowed by the Department of Interior on the basis that the loan origination fee represented a finance charge and was, therefore, not reimbursable under Federal Travel Regulations. The employee did not specifically dispute this contention but, instead argued that these fees should be reimbursed because the current economic climate has placed a financial burden on transferred employees. However, this would require an action by the General Services Administration to change the applicable Federal Travel Regulation. Accordingly, payment of the fee was denied.
