A protester requested that the Postal Service modify a lease agreement on an office building due to the protester's increased operating expenses. The Postal Service responded that no officer or employee of the Government can waive, modify, or otherwise change the contractual obligations of either party without a compensating benefit in return. A decision was not rendered in this matter as the Postal Service is not subject to GAO claims settlement authority.
