A company protested its failure to receive a contract award because its proposal was found unacceptable. The company contended that the rejection of its proposal was improper since its equipment did meet the technical specifications of the solicitation. Since there was no evidence that the procuring agency's determination was arbitrary or unreasonable, the protest was denied.
