A service member who received erroneous payments due to administrative error and adjustment of his master military pay account requested a waiver of the claims against him. GAO held that the service member was at fault for failing to question the discrepancy of the pay he received with information shown on his Leave and Earnings Statements, and he will not be permitted a waiver of his debt. Financial hardship resulting from collection was not a sufficient reason for a member to retain the payments that he should have known did not belong to him. Waiver will be granted, however, for overpayments made during the period when payment of a selective reenlistment bonus was made because the member was unable to determine the net amount of this entitlement and the flux of his account at the time.
