    A retired Army officer appealed the disallowance of his claim for monetary allowance in lieu of transportation of dependents from his permanent duty station to his home of selection upon retirement. The voucher for dependent travel submitted by the member was not supported by a statement from the commanding officer (or his designated representative) that the member was advised prior to the the issuance of the retirement orders and prior to the performance of travel of the dependents that the retirement orders would be issued. However, the member asserts that he was given oral permission to move his dependents prior to the issuance of retirement orders by the Training and Doctrine Command. Mere notification and administrative recognition of the date of eligibility for retirement may not be considered as advice that orders are to be issued. Therefore, the disallowance of the member's claim was upheld.
