    Due to errors made by a local disbursing office, a Navy member was overpaid several times and was not furnished with leave and earnings statements. The matter was brought to the attention of the appropriate officials. Since it appears that the member knew or suspected he was being overpaid when the errors occurred, he should have known that he would be required to make restitution. The Navy member's request for waiver of his debt was denied. The granting of a waiver is not a matter of absolute right arising from every erroneous payment made by the government.
