An advance decision was requested regarding the inclusion of a 10 percent good conduct increase in the retired pay of a Coast Guard member who served in the Coast Guard from 1958 to 1962, in the Air Force from 1962 to 1966, and again in the Coast Guard from 1966 until his retirement in 1974. The authorizing provision for such increases was repealed on September 6, 1963; however, a saving provision was construed, in view of its purpose, to apply to retired enlisted members of the Coast Guard who served on active duty in the Regular Coast Guard on or before the date of repeal. Accordingly, the member was entitled to receive the increase.
