This document concerns a Congressional constituent's concern regarding Federal employee entitlements while traveling in a privately owned vehicle (POV). The employee questions guidance discussing that when an employee has been authorized use of a POV when traveling, employees riding along with him as passengers are not entitled to a mileage payment. Further, the guidance says that individuals from the same agency, traveling to the same destination, must use the same private vehicle. GAO determined that they agreed with the first point, but not the second. GAO found that an agency cannot require two or more employees to travel together in the private automobile of one of the employees on permanent-duty travel.
