The low bidder under a solicitation protested the determination that its bid was nonresponsive for failure to price all items. The protest was denied because: the price may not be supplied after bid opening when the bidder's intention could not be determined from the bid as submitted, acceptance of the bid with the omitted price was not warranted by failure of the bidder to receive a page of an amendment, the price omission may not be corrected under the mistake of bid rules, possible future effects of the contract award did not affect its legality, and a statute prohibiting advance payments would not be violated by paying costs of special equipment as incurred under a mobilization and preparatory work clause.
