A protester contended that the low bid on a solicitation was nonresponsive, that a requirement to state unit prices cannot be waived by the agency, and that the agency made an award during pendency of protest. The waiver was appropriate since the bidder submitted a lump-sum bid, as solicited, and unit prices were not used in bid evaluation. Allegations concerning possible changes after the award involved contract administration and were not considered. The agency's explanation of the need for award prior to resolution of the protest complied with regulations.
