The incumbent contractor protested any award under a solicitation because of alleged ambiguities. The protest concerning certain ambiguities was not considered because claims based on the same issues were previously filed by the contractor and are pending before a contract appeals board. A provision allowing the Government to assign military personnel to perform services where the contractor fails to maintain an adequate level of services did not result in an illegal personal services contract. The inclusion of typical meal preparation worksheets in the solicitation was clearly for informational purposes only and did not render the solicitation ambiguous.
