The protester objected to the failure of the agency to reject all bids and readvertise a timber sale after their bid was inadvertently opened prior to the bid opening time. The premature opening, while improper and unfortunate, did not warrant rejection of all bids and readvertising since the protester was afforded the opportunity to protest to GAO or to revise or confirm their bid prior to the official bid opening. Three higher bids considered at the formal opening were not based on the protester's bid, and readvertising would give the protester an opportunity to compete for an award to the prejudice of the high bidder.
