GAO Will Not Review Certificate of Competency Determination

A company protested the rejection of its low bid on grounds of nonresponsibility because it had filed bankruptcy proceedings. Where small business concern is found to be nonresponsible bidder by procuring agency, GAO has no authority to review certification of competency determination.
