A naval officer requested reconsideration of disallowance of his claim for reimbursement of expenses for maintaining on-shore quarters while his ship, his permanent duty station, was undergoing repairs. Since government quarters were specifically made available to him, but he chose not to use them, he was not entitled to reimbursement for off-base housing.
