The protester requested a review of a debt collection action. The Interstate Commerce Act provides that claims for loss or damage to property must be filed with the receiving or delivering carrier. The carrier may employ an agent to perform transportation services for it. The pickup carrier acted as an agent of the claimant carrier when it made the pickup at the agency; the agency was therefore correct in filing the claim with the claimant carrier and the debt collection action was proper.
