Reconsideration was requested of a decision which held that solicitation specifications were not unduly restrictive. The prior decision was reversed since it erred in stating that the protester's system was not available when the solicitation was issued. Since the system was available and met the Government's minimum needs, the solicitation was unduly restrictive. Although corrective action cannot be taken in this case because the contract is completed, the agency should insure that future procurements permit broad competition.
