An advance decision was requested with regard to a claim by a member of the Army National Guard to pay and allowances for a period incident to incapacitation due to an injury sustained in the line of duty. Entitlement to pay and allowances incident to injuries is dependent upon prompt reporting of the injury and the current disability status to the commanding officer so as to permit action to retire, separate, or refer the case to the Veterans Administration. Where the member did not seek medical or hospital care by the Government for over 1 year so that a current determination of entitlement to pay and allowances could be made, payment of pay and allowances for that period was not authorized.
