An advance decision was requested regarding the eligibility of an officer to per diem for a 5 month period incident to a permanent change of station. The officer was entitled to per diem for the duty since it was announced prior to the effective date of his orders that the permanent station of the squadron would be changed to the location of his old station a few months after his assignment to that unit. As a result, travel and transportation of the officer's family and household goods were not authorized.

We dismiss the protest because the protester, a not-for-profit entity, is not an interested party to challenge this sole-source award to an Alaska Native Corporation under the Small Business Administration's (SBA) 8(a) program.
