A firm objected to the agency's determination that its proposal was not technically acceptable and alleged that adequate consideration was not given to cost savings offered by the proposal. The proposal was properly determined technically unacceptable and no longer within the competitive range when the protester failed the required benchmark/live test demonstration used to show that it could meet performance specifications. The determination as to whether the proposal was technically acceptable was a matter of administrative discretion which was not disturbed in the absence of a clear showing of abuse. The possible lower cost of the protester's proposal was not a controlling a factor where the proposal was determined to be technically unacceptable.
